Government
I have held senior leadership roles in the federal public service, including Director General positions at Indigenous Services Canada and executive positions at the Privy Council Office.
My responsibilities included leading federal governance and social policy portfolios, overseeing program development and renewal, advising on intergovernmental relations, and supporting legislative and institutional development in complex, multi-partner environments.
This experience informs my consulting work by grounding policy advice in operational realities and by aligning institutional design with the lived experience of communities and leaders.
Management Consulting
I have also worked as an independent management consultant, partnering primarily with Indigenous communities and public institutions across Canada. My work spanned policy research, community planning, evaluation, facilitation and negotiation support.
Community Planning, Policy Analysis & Negotiation Support
- Provided strategic and technical policy advice to First Nations leadership during the negotiation of two self-government agreements (e.g., Meadow Lake Tribal Council, Sioux Valley Dakota Nation), including research, drafting of discussion papers, briefs and speaking notes, and participation in multi-party technical working groups.
- Conducted community consultations and prepared submissions for major regulatory hearings, including the representation of Inuvialuit communities before the Mackenzie Gas Project Joint Review Panel.
- Contributed to research and writing for the Royal Commission on Aboriginal Peoples (North Policy Team), including work on governance, health and the traditional economy.
- Undertook policy reviews and research for federal departments and national organizations, including Health Canada, Justice Canada, and sector councils.
Strategic Planning & Organizational Development
- Supported Indigenous leadership and community committees in long-range planning and capacity development in the context of self-government implementation.
- Developed structural and governance options for emerging institutions, including analysis related to the creation of an Indigenous post-secondary institution in northern Ontario.
- Designed communications strategies for national arts and cultural bodies working with Inuit artists and organizations.
- Managed and designed multi-province workforce forums bringing together Indigenous employment organizations and private sector employers.
Program Evaluation & Research
- Conducted planning, fieldwork, analysis and report writing for complex program evaluations across Nunavut, Québec and other regions.
- Led and contributed to multi-jurisdictional evaluations of Indigenous employment, language, and sector development programs for federal departments and Indigenous organizations.
- Participated in formative and summative evaluations of federal policy initiatives across multiple sectors.
Facilitation, Training & Capacity Building
- Facilitated strategic priority-setting and constitutional development processes in multiple First Nation communities.
- Facilitated multi-day workshops on governance, negotiations, stakeholder relations and privacy policy development for Indigenous organizations and national bodies.
- Delivered board governance and strategic planning workshops to First Nation development corporations and leadership groups.
- Presented internationally on Indigenous health policy and community development.
